Episode 1: Fortune 1. Lighting Bolt of Apollo
The story opens with a small plane being chased by two military helicopters over New York City. The aircraft weave and dodge around Lady Liberty and through the skyscraper canyons. But as the plane dives deeper into Manhattan, it is strafed with bullets and it veers uncontrollably towards a large tower.
In the tower, Cleopatra lies sleeping in her huge, chandelier equipped bedroom. She awakes groggily at the sound of the approaching plane and peers out through the blinds to see the nose of the plane just inches away. She dives for cover as the craft crashes through the window and into her room.
Cleo's friend, Swen, comes rushing in to find an upset Cleo shouting at the plane, She goes over to Cleo, who is yelling at the pilot and calms her down. All the wounded pilot says is "Marianne."
As she showers and joins Swen in the hot tub, Cleo discuss the wounded pilot's sad tale. He is part of a love triangle and as the two women watch him being attended to in Cleo's private surgery, Cleo decides that she will help him. Later, in her office, Cleo and company get a quick "Charlie's Angels" type debriefing on the situation.
The wounded pilot' s Marianne is the daughter of the president of Harbor Oil and his fiancee. Robert is the name of the pilot and just one month after he and Marianne became engaged, she was kidnapped by Shintagma Junior, a ruthless playboy and the head of the Shintagma Group.
The women express shock and outrage at the actions of Shintagma Jr. but the beautiful, silver-haired Eric speaks philosophically about the fickle nature of love. They then go on to learn that Shintagma has his fingers into nearly every thing and is also known as Apollo. It is further revealed that the playboy Apollo has been divorced 18 times and has a power over Marianne because without the Shintagma Group's support, her father's business would fail.
This moves Cleopatra and decides on the spot that the Corns Group will put an end to the evil ways of Apollo and reunite the lovers. She and Swen then being to issue orders. Shorty takes care of the UN while Eric is dispatched to deal with OPEC and Wall Street. They even send their Tokyo operative, Nakky, to Saudi Arabia. The Cleo rises and dramatically states, "Inform the entire Corns Group! Exercise D.C.!"
Outside, two shady men dressed in military uniforms attempt to evesdrop using spy equipment but the defenses of the Corns Tower are too good. The bigger man then lifts up a pair of binoculars and studies Cleo and Swen as they check in on Robert. He smirks as he lowers the eyegear.
Down in the basement, Cleo and Swen discuss their plans for a party they have scheduled for that night as they walk towards their cars. But just before they get to the vehicles, Swen hears the faint ticking of a bomb and shoves Cleo and herself behind a barrier just in time.
Later that night, the two women attend the party as planned. They both wear "bunny girl" outfits, though Swen is embarrassed to appear in public in such a revealing costume. Cleo eventually coaxes her out.
But even as the revels proceed on the ground, trouble is approaching from above. A plane filled with the psuedo-military men glides overhead and a platoon of glider equipped soldiers leap out. As they draw near, one of them fires a bullet that shoots the glass right out of Cleo's hand.
But the tables are turned when all of the "guests" reveal themselves to be agents of the Corns Group. The soldiers suddenly find themselves facing a well-armed squad and surrender. The "inside person", actually a dark haired woman, realizes it is a trap and stays quietly on the sidelines. But the leader of the military men refuses to go quietly and tosses off his would-be captors.
He taunts the Corns soldiers, saying they don't have the guts to shoot him and it is then that Cleo marches up. She ignores his words and aims a pistol at the man's head. The man begins to sweat and then Cleo fires. The man slumps, thinking he was shot only to realize that he has a suction cup dart now stuck on his forehead. He rises, chagrined, and then, vowing that this is not over, launches a cable high into the air where a plane grabs it. He then disappears into the night as Cleo calls out "bye-bye" and blows him a kiss.
Out at sea, Shintagma Junior enjoys a glass of wine with Marianne on the deck of his huge yacht. But his pleasant evening is suddenly interrupted by the appearance of a submarine. Up on the conning tower, Cleo and Swen emerge and Cleo requests the return of Marianne. Marianne agrees to return with the ladies after she assured that her father would rather have her than his company and is given a ring from Robert, while being reminded that it is the emotion behind the jewelry that gives it its sparkle.
The next day, Shintagma returns to his mansion and promptly informs Habor Oil that he is revoking their lease on their tanker. His secretary, the dark haired woman from the party, expresses her sympathy for his lost and he just laughs it off, calling Marianne a "baby." Then Karts, the mercenary leader that Cleo defeated, enters the room.
"You called for me?", he asks and Shintagma proceeds to chew him out. But Karts does not stand for it and picks Junior up by his collar with one hand. "You are not the main sponsor here." while shooting a look at the secretary. She gives him a signal and Karts throws Junior across the room. The secretary rushes to Junior while Karts storms out, smashing open a tank of piranhas with his elbow on his way out for good measure.
Meanwhile, at the Corns Group headquarters, Cleo enjoys a swim while Swen checks on the progress of the other operatives. Nakky complains about the heat in Saudi Arabia while Eric reports that the Corns Group has successfully purchased Harbor Oil for 80 billion dollars. Eric begins to question the overall strategy but is interrupted by the sudden appearance of Shintagma and his secretary.
Swen is displeased that the guards allowed the man to enter, especially because they are in their swimsuits but it does not phase Cleo who responds to Junior's lewd comments by saying that she normally swims in the nude.
Shintagma, believing he has the upper hand, begins to gloat over the demise of Harbor Oil until Cleo reveals that Corns not only owns Harbor Oil but also the oil fields adjoining to Shintagma's. To add to the insult, she also informs Shintagma that Corns' oil field is deeper and therefore his fields are no longer functioning. Shintagma's secretary confirms that Cleo is correct.
Cleo then tells Shintagma that he could by the Corns' fields but it will cost him 100 billion dollars. He refuses but then changes his mind after Cleo, unfazed, says that she will sell the fields to Shintagma's main competitor.
Knowing he is beat, Shintagma then asks Cleo who she is. She replies that she is Cleopatra Corns, otherwise known as Cleopatra DC. "Cleopatra DC?", asks a puzzled Shintagma and he is told that in America there are two DCs. One is Washington DC, the seat of political power and the other is Cleopatra DC, the seat of economic power.
Surprisingly, it is the secretary who reveals this little tidbit and Cleo comments that she is certainly a well informed secretary.The dark haired woman does not respond but Eric enters saying that the sinister and mysterious Sleider Group might behind all of the intrigue. The woman makes a veiled threat against Nakky, the Corns operative in Saudi Arabia and then leaves. This prompts Cleo to action and she orders Swen to prepare the jet.
But it is already too late to prevent Sleider from attacking. Even as they race towards the Middle East, the Corns oil field is rocked by a huge explosion. Cleo and the others learn of the incident from Nakky via phone abd Cleo immediately senses that Karts and his mercenaries are behind it. Nakky, meanwhile, moves quickly to contain the fire and deploy his guards against the approaching invaders.
Back in the plane, Cleo, Swen, Shorty, and Eric discover the true intent of Kart's plans. There is a pipeline that runs from field 183 directly to the harbor. If that pipeline was destroyed, the oil would flood the bay and the resulting fire would affect 45% of all of the world's oil. Not only would it be an environmental disaster but an economic one as well. Cleo then announces that she will personally accept all blame but they must stop Karts, no matter what the cost.
At the oil fields, the Corns guards attempt to stop the advancing Karts but have no luck. Up in the control room, Nakky is having bad luck as well, having learned that the only way to stop the oil in field 182 is to descend to the third basement and manually close the value. He then hears the bell of the elevator and swings around, gun drawn. But it Cleo and the gang, finally arriving.
Cleo determines that extinguishing the oil fire is the most important job and she develops a novel idea to do it. She says "let's put it out with wind." and then promptly places a call to President George Bush, Sr. requesting a missile strike with an ICBM on the fire. The President agrees and the order is sent out. But despite the efforts of the Corns Group to keep their plans secret, the dark haired woman intercepts the transmission and learns of their plans.
While the missile orders are being carried out, Nakky and Cleo head off, using jet packs, to shut the value to field 182. As they zoom down a corridor, Nakky shoves Cleo aside just in time to save her from a bullet, though he gets hit in the shoulder. Cleo then races on to close the value and, with the launch of the missile, everyone rejoices that the plan has worked.
But then they discover that someone is jamming the missile. Without guidance, it will cause more damage than help. The source of the jamming is pinpointed to the top of tower and #2 and Cleo races off to stop them. When she gets there, she discovers Karts waiting. But a swift kick to the crotch takes care of him and she ignites a barrel of fuel nearby for extra insurance, She then continues higher to the actual jammer but Karts somehow manages to survive and holds her back.
This time, she simply releases the belts on her jet pack and allows Karts to zoom off while she stays with the tower. She then reaches out and disables the jammer with only seconds remaining. The missile hits and the fire is knocked out. Everybody breathes a sigh of relief though Karts and the dark haired woman slip away unnoticed.
Toasting Cleopatra's success, Shintagma stands at the window of his mansion and raises his glass, thanking her for saving the oil. He then notices a glint in the sky. Suddenly, a missile slams into the ground right in front of his window. As Shintagma stands in shock, his new secretary runs up saying that a bill was found in the missile. Cleo's voice is heard as the bill for 100 billion dollars is read and this is where the episode ends.
Episode 2: Crystal Pharaoh
The second episode opens with a man sneaking around inside a darkened room. He locates a hidden safe and picks it. Inside, he finds a huge diamond and, as he takes it, he says that in order to save the world, no one must have the Pharaoh. But a second alarm system was in place and his taking of the stone triggers it. He dives out the window and manages to escape over the fence under a hail of bullets.
Later, in New York City, Cleo climbs into the seat of her new Corvette (which replaces the one blown up in the previous episode) and heads out for a drive. On a nearby side street, the Dark Haired woman and a man called Dr. Randol, listen in as their teams bear down on a young woman. Cleo and that young woman's paths cross when the men from Sleider, controlled by Dr. Randol, surround the girl right in front of Cleo. Cleo rescues her and the men give chase.
The cars race through the city but Cleo prevails in the end. She meets up with Swen at a department store and later, the girl, Tina, tells the two ladies why she was being chased. It was her brother, Yona Badam, who stole the diamond and gave it to her with instructions to destroy it. He warned that if the Pharaoh became a star, the world would be destroyed in flames.
But her story is interrupted when it is reported on the TV that her brother was found dead. Tina becomes hysterical and has to be sedated at the news. Cleo and Nakky then try to get to the bottom of the mystery but the opposition has covered their tracks well. As they discuss their next moves, they hear the sound of an approaching helicopter and assume it is Shorty returning from Cape Canaveral.
But is the opposition! They lower a man down on a cable and he crashes through the window to kidnap Tina. Nakky, Cleo, Swen rush in but suddenly face a hail of gunfire. They duck for cover as the man makes his escape with Tina.
Shortly thereafter, they receive a message from the kidnapper. He wants to exchange the girl for the diamond at midnight. The place is a Corns' owned amusement park in Coney Island. Cleo then give the order, "Exercise DC!" and the team kicks into high gear.
They head out by helicopter to the park and on arrival, hold up the diamond in a small black bag and demand Tina's release. But instead of Tina, they get a missile fired at their aircraft. During the distraction of the explosion, the man from earlier appears and snatches the diamond. Cleo reacts swiftly and uses a kick to knock the mask from the man's face. It is Colonel Karts, though now he sports an artificial right hand.
As Cleo and Karts spar verbally, another helicopter descends and the drak haired woman appears in the door. She receives the diamond from Karts and then she orders Karts to release the girl. Karts tells Cleo that the girl is in the Wax Museum and then he leaves.
Cleo and Swen enter the museum and use a tracking device that Swen devised to locate her. They find her lying on a stone crypt beneath a wax Dracula. Suddenly, the Dracula begins to move towards Tina and the two women use their pistols to stop it. Then, as they rescue Tina, they narrowly escape a huge blade that drops from the ceiling.
Laughter erupts from a dark corner and the voice of Colonel Karts asks how they liked his little toy. Cleo taunts him by calling him a "second class officer" and Karts charges in after them. A fierce battle breaks out and in the end, the Colonel is blown out the window while the three girls avoid the blast by diving into a pool. But their clothes are ruined by the blast and water and they end up returning to base in borrowed harem girl's outfits from the wax exhibit.
Once home safely, they learn from Nakky, who followed the helicopter, that the trail has led back to Cape Canaveral and Dr. Randol. Cleo does not recognize the name but the other Corns members shudder at hearing it.
As they fly south, Swen and the others fill Cleo in on Dr, Randol. At one time, he was a top official in the Corns Group. But his ambition to run the entire Group led to his downfall. Now he is working with Sleider, which is the opposition to Corns.
When they arrive at Cape Canaveral, Nakky fills them in on what he overheard. Dr. Randol and Sleider plan to use the diamond as a lens for a space-based laser. "But how will they get it into space?", questions Shorty. Eric then realizes that they planned to use Corns' own space shuttle through a last minute crew substitution. They quickly activate the cockpit cameras to discover Dr. Randol, Colonel Karts, and the dark haired woman at the controls. They attempt to call off the launch but it is too late.
Cleo and Nakky rush out and commandeer a jet. They zoom after the shuttle and draw near enough for Cleo to launch one rocket at it. But instead of a direct blow, it only hits the cargo door. But it is enough and the shuttle breaks apart, sending the dangerous diamond deep to the bottom of the ocean.
With all the action over, Tina returns to London to visit her brother's grave. She tells him that the case has been solved and the world saved but she is now alone in the world. It is then that Cleo and the rest of the gang come walking up and Tina says to her brother that she is not as alone as she thought. This is where the episode ends.
Episode 3: Pandora's Box
The final episode opens with with a silly prank as the girls use a bug they hid in Nakky's underwear to locate and surprise him. Then a few moments of black screen and silence follow (censored? editing mistake? who knows.)
When the action resumes, Cleo comes storming into her office complaining that she has not had a break in over 6 weeks and has earned a vacation. Swen and Tina follow with Swen reminding the sixteen year old chairperson that it is her duty to the employees of the Corns Group to respect their hard work and take the time to review their report. But Cleo has other plans and spying a paper shredder located conveniently behind Swen, she hatches a plan.
While feigning to accept her duties, Cleo moves towards Swen but then "trips" on the carpet, knocking Swen back onto the shredder. Cleo then positions the thick report over the shredder's slot and apologizes profusely to Swen. Swen tells her not to worry but inadvertently activates the machine. Unfortunately, the report is not the only thing to get shredded and Cleo makes her escape while Swen's dress ripped from her body and sliced into ribbons. "Good bye New York, hello Nice", says Cleo as she slips out the door.
The action then shifts to a dark mansion and the sound of a phone ringing. A figure in bed rolls over and answers the phone. It's the mysterious dark haired woman and she becomes immediately alert upon hearing the news reported in the call. She hops out of bed and heads out.
Down in a huge, dark lab, a thick-featured man called General Oriega welcomes the dark haired woman and together they watch as the machines unlatch and open to reveal a woman, possibly a clone of the dark haired woman, inside a liquid filled tube. "Drain the fluid!", General Oriega orders as he approaches the tube. The woman inside smiles gently and the General gloats that he has created the perfect weapon and solider. But something goes wrong and as the liquid disappears, the woman reacts in pain. Soon, she is dead.
"We have put a lot of money into this project, General Oriega and all we have is something from a bad special effects movie. I will report your failure to the committee. Do not be surprised if you are fired.", says the dark haired woman as she leaves. The General swears under his breath, "She's Randol's lackey" and gives the last remaining tube a swift kick in frustration as he is left alone in the lab.
Outside, the dark haired woman climbs into a car driven by Colonel Karts and they begin to leave. Suddenly, a huge explosion rocks the mansion and blows out all of the windows. They stop the car, wondering what just happened.
Down in the lab, General Oriega and his assistants attempt to pick themselves up from the ruins. Up on the machine's platform, the last remaining girl lies semiconscious and the General approaches. "I'm cold", she says and the General is amazed that she can speak. Then the girl vanishes.
She reappears in front of the car containing Colonel Karts and the dark haired woman and after the Colonel takes few shots at her, uses her considerable psychic powers to crush the car. The Colonel and the dark haired woman manage to escape at the last moment. Then the girl disappears once more.
Meanwhile, Cleo, enjoying her vacation in the south of France, is parasailing behind a boat driven by Tina and Swen. But her fun is interrupted when she spies an unconscious girl lying naked on a small rock cluster in the water below. She detaches her parasail from the boat and glides down to the rock where she gently scoops up the girl.
Back at their cottage, Swen is unable to determine where the girl came from as there have been no reports of missing girls made. The three ladies then head up to the girl's room only to find the temperature hovering around freezing and the door blocked by ice.
They force their way into the room and discover the girl sitting on the bed. The girl, fearful, causes the windows to shatter and the doors to slam close but Cleo keeps her head. She approaches the girl and comforts her. The girl calms down and tells Cleo that her name is "sample 127".
Meanwhile, the dark haired woman reports the goings-on to Dr. Randol. They discuss using the tracking microchips embedded in Sample 127 to locate her and it is then that the dark haired woman reveals that Sample 127 has met up with Cleopatra.
Later that night, Swen clothes Sample 127 nicely and Cleo picks out a new name for her; Sara. Then she and Sara walk down to the dock. There, Cleo learns that Sara was "Born Yesterday" and has no memories to draw on except those of the lab where she was created. Sara tells Cleo that the men in the lab tried to kill. Then, suddenly, a group of men armed with spear guns appear and Cleo moves Sara behind her and prepares to fight. But Colonel Karts was ready for her and swiftly snatches Sara and makes his escape by boat.
Cleo then eludes the rest of the spear-gun wielding men and gives chase in a jet power boat. She manages to catch up to the Colonel but after a fierce struggle, the Colonel still manages to escape with Sara. Swen and Tina race up in a hovercraft and retrieve Cleo. Cleo immediately invokes DC and puts the full resources of the Corns Group to work on saving Sara.
On the submarine that recovered Sara and the Colonel, the evil General Oriega tortures Sara. The Colonel cautiously advises the General not to provoke her too far, for fear that she might crush the sub but the General is confident that he can control her via the implanted microchip. The Colonel then says that he must report the recovery to the Committee and the General orders him to report that the sample was lost. "That @&*! Dr. Randol thinks I am a fool. This is my revenge!", cackles the General.
Back at Cleopatra's cottage, Cleo frets as they can not locate Sara. Swen attempts to comfort her by saying that Nakky will be arriving soon with the charter plane and they soon hear the chime of the doorbell. Thinking it is Nakky, Cleo dashes to the door only to discover Dr. Randol and the dark haired woman. They ask to come in and proceed to inform Cleo that General Oriega has gone rouge with Sara, who is genetically engineered human weapon prototype with powerful ESP abilities and they want to use the resources of the Corns Group to recover her. "What will you do with Sara?". Cleo asks and the dark hair woman replies, "destroy her." This infuriates Cleo and she tosses the two out.
Cleo then learns that attacks have begun on important facilities around the world. Oil refineries, mines, and factories have been suddenly and mysteriously destroyed. Eric advises that they call off the DC search for Sara before it "rains blood on Wall Street".
The cause of all the destruction is Sara, under the control of General Oriega. The General explains to Colonel Karts that with his human weapon, he can destroy anything and shift the balance of power with a single girl. "I have made a peaceful war possible", he proclaims but his glee does not last long as Sara appears at the door. The General attempts to shut her down with his remote microchip controller but it has no effect. The Colonel prepares to fire at her and Sara simply teleports him away. Then Sara destroys the sub.
Sara then materializes at NORAD, the US command center for its strategic missiles in the Rocky Mountains. She begins to force her way into the base. Cleo is informed of Sara's actions and immediately heads for NORAD. Along the way, she learns that Sara's intent is to activate the main computer and launch 30,000 nuclear missiles.
At the base, the military is powerless to stop Sara and by the time Cleo arrives, Sara has entered the main computer room. Cleo begs Sara to stop but she refuses to listen and activates the missiles. She also shuts off all access to computer level to prevent anyone from coming after her.
But this does not stop Cleo. With only 15 minutes till launch, she dashes off. As Cleo makes her way down via shafts and ladders, the President orders NORAD to self-destruct in order to prevent a nuclear holocaust. Swen realizes that the order could mean death for Cleo and tries to stop it but the base commander refuses and pulls a gun on her.
Cleo manages to avoid all of the traps and make it to the locked doors of the computer room. There she pleads with Sara to change her mind and come with Cleo to safety. But just as she starts to make some headway, Colonel Karts appears. Karts threatens to kill Cleo unless Sara comes out and Sara relents. But the tables turn on Karts when he attempts to kill both Cleo and Sara with a barrage of missiles. The missiles zoom towards the girls but then stop in midair, turn and return to the Colonel.
Cleo then races to the controls and with the help of Swen, manages to deactivate the launch of the missiles. But she is incapable of stopping the self-destruct command and Swen, Tina and Nakky watch in horror as the base is destroyed.
But Cleo and Sara make it out alive thanks to Sara's ability to teleport. Later, Swen meets with the dark haired woman and they agree that no further attempts will be made on Sara's life since it seems that the final teleport drained all of Sara's powers. It is then revealed that Sara was created from an ovum from the dark haired woman. Cleo is momentarily stunned by the news but then allows it to pass. She goes with Sara to look at some flowers where Sara reveals that her powers are not gone but for Cleo's sake, she will refrain from using them. The two women hug and this is where the episode and OAV collection end.
