The story opens with Taku Shimamura, the hapless would-be hero, plunging through space. As he falls, he sees a huge dragon approaching. He also experiences flashbacks that show the events that occurred just before his fall began. They are scenes of average Tokyo life, with Taku teasing a girl and paying the price. He then goes out side and sees a strange planet hanging in the sky. This is when his "falling journey" begins.
The scene then cuts to the strange planet, Slaffleaze, where the locals are commenting on the appearance of a strange new planet, Capricorn (our Earth), in their sky. They wonder what it means and talk about how times have been hard since it appeared. Then one rebellious soul speaks up and says that the hard times are the fault of the merciless leader Zolba; not the strange world. Two men continue to moan about the sad state of affairs until they spy a column of soldiers leading prisoners down the street. They quickly clam up, not wanting trouble.
Just then, two other men come bursting out of a bakery with the cries of "stop thieves" following behind them. Unfortunately for the baker, the crowd is more interested in feeding themselves than chasing the crooks. The two thieves them slip aboard the cart of Dr. Garetti, who is headed for the castle.
Dr. Garetti is at the castle to warn the king about the appearance of Capricorn. But, the king is too busy gorging himself on all sorts of delicacies and does not believe that the new planet is a threat. Dr. Garetti counters that when the planet begins to shine a threat will appear. This is when defense minister Zolba enters.
He accuses Dr. Garetti of sedition, and the doctor returns the challenge with accusations of corruption in the military. Zolba then has Dr. Garetti arrested and tossed in jail.
Back in the forest, Taku awakes after his long fall to find himself in a strange place where there are flying creatures that propel themselves by farting. He spies a beautiful young woman bathing in a pond and is aroused until she reveals her wings and tail. He makes a noise, and she turns and charges. Taku quickly retreats and falls into an another pond. The girl flies away. Taku stands and wonders where is he is just in time to be struck by a spinning weapon.
Taku awakes, again, to find himself in the home of Jil, Non and Mogege. Jil was the one who hit Taku with the tethered rocks and he apologizes. Non, his sister, gives Taku a meal and Mogege just floats around. Taku pumps them for information about the girl he saw and they speculate that he must have seen a Yappi. They explain that there use to be an entire race of them, but this girl is the last one left.
Out in the forest, the Yappi is chased by Zola's troops. She zooms ahead of them but runs afoul of an airship, which opens fire on her. Up in the castle, Zolba is going over the last few details of his plan to conquer both Slaffleaze and Capricorn and outside, the citizens are getting nervous and unruly as Capricorn changes color.
The next day, Dr. Yottoru, a friend of Dr. Garetti, arrives at Jil and Non's house to inform that their grandfather has been locked up. Jil decides to launch a rescue mission and Taku and Mogege join him. Inside the jail, things go smoothly until they run into the guards. They then race around until they meet up with the Yappi girl. She breaks free from her handcuffs fights her way out. The other three decide to follow her. This leads to an extended battle scene. The result is that Dr. Garetti is freed, and Mona, the Yappi girl, discovers a room filled with clones of her dragon ancestors. General Zolba greets the girl (via video screen) and then unleashes his "pets" on Mona.
Mona tries to reason with the Yappi but the Yappi do not listen. She is battered around until Taku, and the gang arrives. Taku bravely draws the Yappis' attention while the others escape. He makes is own exit during the chaos he creates but pulling levers and opening valves. Meanwhile, Zolba has been busy overthrowing the King and seizing power.
The escape continues and along the way, the two thieves join the troupe. They all finally leave the prison/castle by hanging onto Mona as she flies out a skylight. Outside, trouble catches up in the form of flying attack craft which dogs them as they continue to flee.
They finally find safety in the mountains, but Dr. Garetti is dying from a gunshot wound. He reveals Zolba's plan to use a device called the "Infinity Anchor" to join Capricorn (Earth) and Slaffleaze using his cloned Yappi as attack troops. But if he succeeds, Slaffleaze will be destroyed in the process. Dr. Garetti then begins to tell Taku something important but dies before finishing his words.
Later, Taku walks outside and discovers Mona sitting by herself. He tells her of his own loneliness and how he desires only to go home. Mona then sniffs him and declares that he smells like her people. She leads him into a cave that serves as a shrine to the fallen Yappi of yore. She shows him a rock that is said to contain the "Black Dragon," the God and protector of the Yappi. She asks how Taku feels, looking upon this rock. Taku does not answer but approaches the stone. Engulfed by a blinding light, Taku discovers that he has become the Black Dragon. Dr. Yottoru enters and explains that Taku is the guardian of Capricorn.
With the rest of the gang, they devise a plan to defeat Zolba and his mad plans. This leads to a fantastic battle that ultimately leads to the destruction of the Infinity Anchor and Zolba. In the aftermath, Taku says goodbye and heads back to Earth. Mona watches the departing Taku and promises to wait for his return. This is where the video ends.
