The story opens with a mysterious man being lead down a dark corridor. The guard asks why they are there but then changes his mind on second thought when the man offers to tell him. They board an elevator and disappear.
At the same time, a young girl is matched onboard a huge blimp and locked in a room with a large crate. Outside the door, in an antechamber, two men stand guard. A third, a mercenary, is in the bathroom where he swallows a number pills. He in is obvious discomfort. The ship takes off and soars over the city but while the sky is beautiful there are disquieting scenes of dead men being eaten by stray dogs on the ground below.
The journey seems to be going fine until the mercenary emerges from the bathroom. He transformed into a hideous monster and the two other guards try to shoot him. They are unsuccessful. Soon the ship falls to the mercenary.
The scene shifts and we see a small boy standing amid the carnage and ruins of a battle. His father lies dying on the ground next to him and he pleads with his young son to flee. The boy looks up and sees the silhouette of a man against the flames. He then turns and runs. "May the spirit of Flame protect you" are his father's last words.
Suddenly, the scene changes and we realize that we were watching the dream/nightmare of Elk, a hunter (a type of mercenary) who has been called in to help with the situation on the blimp. Along with another hunter, Cougar, and the pilot of their airship, old man Bibiga, they race towards the hijacked craft. Cougar teases Elk about his youth and inexperience as they approach the vessel. They fire a boarding rope and slide done to the ship.
Once aboard, Cougar proves to be somewhat reckless while Elk is more methodical. They quickly locate the hostages and order them to abandon the ship. Cougar then heads for the cockpit while Elk is sent to look for any other captives. Elk discovers the bodies of the guards, lifeless husks drained of all their blood, and then hears the pounds of the girl on the door of her locked room. He breaks through and enters.
Inside, he tries to comfort the girl and tell her it is now safe for her to escape but as he approaches she screams in fear. The crate bursts open and a creature rushes out. Elk avoids its attack but does get cut on the arm. He again assures her that he is here to help and she calms the monster (a wolf/lion kinda thing). Elk then heads for the cockpit.
Up in the cockpit, the mercenary has ordered the crew to engage the rocket boosters. As they count down to firing the engines, Cougar waits outside. He times his attack perfectly and pounces on the mercenary as he is tossed off-balance by the rockets. But the mercenary transforms and even a point blank range shot to the head is not enough to stop him or save Cougar and the crew.
Elk arrives and is dismayed to find everyone dead. He then notices the hole in the ceiling and he follows the mercenary up onto the roof of the blimp. There the mercenary has cornered the girl and her monster as they head for the escape pod. He cries out that he wants to drink the blood of Lieza, the girl who can control monsters, so that he can become a complete chimera. But Elk challenges him. The transformed mercenary turns to attack but Elk has already unleashed his own special weapon, a blast of fire that he called up with his own will. The creature is wounded and Elk demands answers. He wants to know if the mercenary knows of "white house". The mercenary is shocked that Elk even knows of "white house" and admits that he is a product of the place that escaped.
It is then that a group of heavily armored airships appear and attack the blimp. Their blast destroy the mercenary/monster and severely damaged the blimp. Lieza and her monster, Pandit escape in a lifepod while Elk is left onboard. A group of mysterious men in trenchcoat-like uniforms board but their quarry "a girl and a monster" have escaped and the signal is getting weak. Elk demands to know who they are and they answer by lobbing a grenade at him. Elk is blown overboard but manages to snag the side of the ship with his battle spear.
But his wounded arm is not strong enough to support the weight of his body and he loses grip. He plummets from the ship and is dramatically rescued by old man Bibiga. As Bibiga and Elk retreat, Elk catches the eye of Lieza as their ships past. Then they part ways as the blimp crashes down to the earth in flames. This is where episode one ends.
